Appropriates $120,000 to the Department of Higher Education from the Higher Education Grants Fund Account for the fiscal year ending June 30, 2012.

Funds designated for forgivable tuition loans to eligible Arkansas students attending out-of-state veterinary medicine schools who practice food supply veterinary medicine in Arkansas.

Disbursement of funds must comply with state procurement law, accounting procedures, revenue stabilization law, salary procedures, and Department of Finance and Administration regulations.

Legislative intent specifies that funds must be used in compliance with stated reasons documented in budget manuals, agency requests, executive and legislative recommendations, and legislative council minutes.

Act becomes effective July 1, 2011, with emergency clause citing constitutional requirement that appropriations be for one-year periods only.
