Extends the Commissioner of Education's review period for school board contracts and employment decisions from 10 days to 20 days for board members, administrators, and employees.

Requires written resolutions and relevant data to be sent by certified mail with return receipt or other State Board-approved method to ensure proper notice and documentation to the Department of Education.

Contracts are automatically deemed approved by the Commissioner if no response is received within the 20-day review period (or if additional data is requested, within 20 days of receiving that data).

Limits Commissioner approval duration to two (2) complete and consecutive fiscal years, excluding employment contracts for board members and administrators.

Applies the same procedural amendments to ethical guidelines for school board members (§ 6-24-105), administrators (§ 6-24-106), and employees (§ 6-24-107).
