Appropriates $1,000,000 to the University of Arkansas at Monticello from the General Improvement Fund for construction, hardware, software, and professional services to connect the Arkansas Research and Education Optical Network to UAM College of Technology - Crossett.

Prohibits contracts or obligations exceeding available State Treasury funds, but allows institutions to supplement with grants, donations, federal funds, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Establishes legislative intent that funds be used in compliance with reasons stated in budget manuals and legislative recommendations from the Department of Finance and Administration.

Declares an emergency effective July 1, 2011, citing the Arkansas constitutional prohibition on appropriations exceeding one year and the need for immediate agency operation.
