Appropriates $240,000 from the General Improvement Fund to the Department of Rural Services for grants to fire departments, counties, municipalities, and other eligible entities.

Grant funds may be used for fire protection, operating expenses, construction, improvements, equipment, renovation, and maintenance of public buildings, community centers, memorials, parks, amphitheaters, recreation centers, and cemeteries.

Allows the Department of Rural Services to adopt new rules and regulations to carry out the appropriation's intent without being restricted by requirements applicable to other state programs.

Permits grant recipients to supplement state funds with federal grants, donations, and unobligated cash income to finance project costs.

Declares an emergency clause making the act effective July 1, 2011, to ensure continued operation of essential government programs and services.
