Adds eligible grant costs for equipment requiring 50% use on recycling activities, other waste stream reduction activities, and activities supporting a recycling system including operation, construction, and logistical systems.

Modifies grant reporting requirements to require annual reports summarizing project progress and a list of expenditures, with detailed expense itemization required only for equipment purchases.

Changes the Arkansas Pollution Control and Ecology Commission rule review process from joint House and Senate Interim Committees to separate House and Senate standing committees, and clarifies that newspaper notice of grant requests must be published prior to submission with a 30-day public comment period.
