Appropriates $2,000,000 to the Department of Finance and Administration - Disbursing Officer from the General Improvement Fund for personal services, operating expenses, equipment, and costs for the Arkansas Great Places Program and related program grants.

Exempts the appropriation from restrictions applicable to other programs and allows the adoption of new rules and regulations to carry out legislative intent for the program.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control laws unless specifically provided otherwise by law.

Permits receiving agencies to supplement state funds with grants, donations, Federal funds, and unobligated cash income, but prohibits using other maintenance and operations appropriations for these purposes.

Takes effect July 1, 2011 as an emergency measure necessary for immediate agency operations and preservation of essential governmental programs.
