Corrects statutory references for restaurant definitions in concealed handgun license restrictions, changing citations from § 3-9-202 to § 3-5-1202 for establishments serving alcoholic beverages or beer and light wine.

Changes the requirement for denying a concealed handgun license from requiring an affidavit from local law enforcement to requiring only a statement regarding applicant danger to self, others, or community based on mental or psychological state, past behavior patterns, or unlawful violence history.

Updates language throughout § 5-73-314 to clarify that licensees must notify the Director of the Department of Arkansas State Police within 30 days of changing address or losing a concealed handgun license.

Allows persons to obtain a duplicate or substitute concealed handgun license upon payment of a director-established fee and submission of a notarized statement confirming loss or disposition of the handgun or license.
