Appropriates $200,000 to the Department of Education from the General Improvement Fund for matching grants to the National Math and Science Initiative grant.

Authorized funds may be used for operations, teacher professional development, teacher and student incentives, student study sessions, equipment to schools, and teacher stipends.

Appropriations are not restricted by requirements applicable to other programs and new rules and regulations may be adopted to implement the act.

Funds may be supplemented with grants, donations, federal funds, and unobligated cash income from the Department of Education, but existing maintenance and general operations funds cannot be redirected for this purpose.

Act becomes effective July 1, 2011 and is declared an emergency to ensure immediate implementation essential to Department of Education operations.
