Amends definitions in Arkansas Code § 8-9-402 to clarify tire classifications, including changing "truck tire" rim size threshold from 20 inches to 19 inches and adding definitions for "wide-base tire" and "extra-wide single tire"

Prohibits open burning of tires and maintenance of waste tire sites in Arkansas

Requires used and waste tires to be disposed of only through permitted waste tire processing facilities, waste tire collection centers, or permitted solid waste disposal facilities

Allows whole tires in landfills only if shredded or split into small parts, except whole truck tires exceeding 19-inch rim size may be placed in waste tire monofills without processing

Permits use of waste tires for soil erosion abatement, drainage purposes, and securing covers over agricultural products when approved by the Arkansas Pollution Control and Ecology Commission
