Appropriates $500,000 from the General Improvement Fund to the University of Arkansas at Monticello for construction, hardware, software, and professional fees to implement an emergency communication network.

Permits the university to accept and use grants, donations, and Federal funds, as well as unobligated cash income, to supplement State Treasury funds for the project.

Requires strict compliance with Arkansas State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Establishes that funds must be used in compliance with the stated reasons documented in budget manuals, agency requests, and legislative recommendations.

Declares an emergency effective July 1, 2011, to ensure immediate operation of the agency receiving the appropriation.
