Appropriates $4,000,000 from the General Improvement Fund to the Department of Human Services - Division of Behavioral Health for Community Mental Health Centers to cover uncompensated care.

Allows the Division of Behavioral Health to adopt new rules and regulations to implement the appropriation, without restrictions from requirements applicable to other programs.

Permits agencies to supplement state funds with grants, donations, federal funds, and unobligated cash income for project financing.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control laws in fund disbursement.

Declares an emergency clause making the act effective July 1, 2011, citing the constitutional restriction on appropriations exceeding one-year periods.
