Appropriates $1,000,000 to each of 34 Arkansas higher education institutions from the General Improvement Fund for construction, renovation, maintenance, critical maintenance, equipment, and library resources.

Provides an additional $2,000,000 to the University of Arkansas for Medical Sciences specifically for the Arkansas Children's Hospital new south wing project.

Total appropriation across all institutions and projects is $36,000,000.

Institutions receiving funds include universities (Arkansas State, Arkansas Tech, Henderson State, Southern Arkansas, University of Arkansas campuses), colleges (community colleges and technical colleges throughout the state).

Effective July 1, 2011; requires compliance with state purchasing laws, accounting procedures, and revenue stabilization laws; permits institutions to supplement with grants, donations, and federal funds.
