Appropriates $185,000 to the Economic Development Commission from the General Improvement Fund for grants to cities, counties, planning districts, and eligible entities.

Eligible uses include land acquisition, construction, renovation, equipment purchase, industrial site development, intermodal facilities, rail spurs, road improvements, environmental mitigation, and water/sewer system construction.

Commission may adopt new rules and regulations to implement the appropriations without restrictions applicable to other programs.

Funds may be supplemented with federal grants, donations, and unobligated cash income, but cannot replace maintenance and general operations funding for the agency.

Effective date is July 1, 2011 with emergency clause declaration to ensure immediate operation of the agency.
