Appropriates $100,000 from the General Improvement Fund to the Department of Rural Services for grants to fire departments, counties, municipalities, and other eligible entities for fire protection, search and rescue, emergency medical services, and emergency management programs.

Appropriates $100,000 for grants to Arkansas' Boys and Girls Clubs for operating, construction, improvements, equipment, renovation, and maintenance expenses associated with youth program activities.

Appropriates $100,000 for community improvement grants to counties for operating, construction, improvements, equipment, renovation, and maintenance expenses associated with county fairs and rodeos.

Authorizes the Department to accept and use grants, donations, and Federal funds to supplement State Treasury funds, and permits adoption of new rules and regulations to carry out the appropriations.

Declares an emergency clause making the Act effective July 1, 2011, citing the Constitutional prohibition on multi-year appropriations and the need for immediate agency operations.
