Appropriates $190,000 to the Department of Rural Services from the General Improvement Fund for grants to fire departments, counties, municipalities, and eligible entities for fire protection, construction, improvements, equipment, renovation, and maintenance expenses.

Funds may be used for public buildings, community centers, memorials, parks, amphitheaters, recreation centers, and cemeteries.

Allows the Department to adopt new rules and regulations to carry out the appropriation without restriction by other program requirements.

Permits recipients to supplement state funds with grants, donations, federal funds, and unobligated cash income for project financing.

Takes effect July 1, 2011, with an emergency clause declaring immediate effectiveness necessary for agency operations.
