Appropriates $1,000,000 to the University of Arkansas at Pine Bluff from the General Improvement Fund for personal services, operating expenses, and establishment of a Sweet Potato Curing and Storage Facility for the Sweet Potato Foundation Seed Program.

Permits the university to supplement state funds with grants, donations, and Federal funds, but prohibits use of existing Maintenance and General Operations appropriations for this project.

Requires strict compliance with all applicable state purchasing, accounting, budgetary procedures, revenue stabilization, and fiscal control laws in disbursement of appropriated funds.

Directs that funds be used only in compliance with stated reasons documented in budget manuals, agency requests, executive recommendations, and legislative testimony related to the bill's passage.

Declares an emergency effective July 1, 2011, citing the constitutional one-year appropriation limit and the need for immediate operation of the program.
