Appropriates $75,000 to Crowley's Ridge Technical Institute from the General Improvement Fund for personal services, operating expenses, construction, improvements, equipment, renovation, and maintenance

Allows the institute to accept and use grants, donations, and Federal funds to supplement State Treasury funds for project financing

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and all applicable fiscal control laws during fund disbursement

Directs that appropriated funds be used in compliance with stated reasons for adoption as documented in budget manuals, letters, and official minutes of the Arkansas Legislative Council or Joint Budget Committee

Declares an emergency effective July 1, 2011, citing the State Constitution's one-year appropriation limit and the essential need for immediate agency operations
