Appropriates $250,000 to the Department of Rural Services for grants to fire departments, counties, municipalities, and other eligible entities for operating, construction, improvements, equipment, renovation, and maintenance expenses related to fire protection, search and rescue, emergency medical services, and emergency management programs.

Appropriates $100,000 for community improvement grants to counties for operating, construction, improvements, equipment, renovation, and maintenance expenses associated with county fairs and rodeos.

Funds are payable from the General Improvement Fund or its successor fund accounts and may be supplemented by grants, donations, federal funds, and unobligated cash income from recipient institutions.

Appropriations are subject to State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and all applicable fiscal control laws unless specifically exempted by law.

Act becomes effective July 1, 2011 as an emergency measure to ensure essential governmental programs continue operating under the one-year appropriation limitation in the Arkansas Constitution.
