Appropriates $15,000 to the University of Arkansas for Medical Sciences for The Witness Project to cover personal services, operating expenses, supplies, maintenance, and expenses for screening, treatment, education, and outreach.

Appropriates $15,000 to the University of Arkansas for Medical Sciences for the Sickle Cell Anemia Program for personal services, operating expenses, supplies, maintenance, and expenses for screening, treatment, education, and outreach.

Funds are payable from the General Improvement Fund and may not exceed available State Treasury funds, but institutions may supplement with grants, donations, and federal funds.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Declares an emergency effective July 1, 2011 to ensure immediate operation of the agency, as Arkansas Constitution prohibits appropriations for more than one year.
