Appropriates $25,000 to the Department of Human Services - Division of Behavioral Health for treatment program grants covering personal services, operating expenses, construction, improvements, equipment, renovation, and maintenance.

Allows the appropriations to bypass standard program requirements and authorizes the department to adopt new rules and regulations to carry out the intent of the act.

Permits the receiving institutions and agencies to supplement state funds with grants, donations, federal funds, and unobligated cash income for project financing.

Requires strict compliance with state purchasing law, accounting procedures, revenue stabilization law, and fiscal control regulations promulgated by the Department of Finance and Administration.
