Appropriates $250,000 to the Department of Rural Services for grants to fire departments, counties, municipalities, and other eligible entities for fire protection, operating, construction, improvements, equipment, renovation, and maintenance expenses associated with public buildings, community centers, memorials, parks, amphitheaters, recreation centers, and cemeteries.

Appropriates $100,000 for grants for construction, renovation, equipping and upgrades of public buildings and facilities owned by counties, municipalities, or subdivisions.

Appropriates $150,000 for grants to fire departments, counties, municipalities, and other eligible entities for operating, construction, improvements, equipment, renovation, and maintenance expenses associated with fire protection, search and rescue, emergency medical services and emergency management programs.

Permits receiving institutions and agencies to accept and use grants, donations, Federal funds, and unobligated cash income to supplement State Treasury funds for project financing.

Becomes effective on July 1, 2011 and is declared an emergency measure necessary for agency operations.
