Appropriates $1,000,000 to the University of Arkansas at Monticello from the General Improvement Fund for construction, hardware, software, and professional services to connect the Arkansas Research and Education Optical Network to the UAM College of Technology - McGehee.

Requires that contracts and obligations cannot exceed available State Treasury funds, but allows institutions to supplement with grants, donations, Federal funds, and unobligated cash income to finance the full project costs.

Mandates strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control regulations in fund disbursement.

Directs that funds be disbursed in compliance with stated reasons evidenced by Agency Requests, Executive Recommendations, and Legislative Recommendations in budget manuals and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency clause with an effective date of July 1, 2011, citing the Arkansas Constitution's one-year appropriation limit and the essential need for timely funding implementation.
