Appropriates $10,000,000 to the University of Arkansas - Fort Smith from the General Improvement Fund for Boreham Library construction, land acquisition, renovation, and operating expenses.

Allows the university to supplement state funds with grants, donations, federal funds, and unobligated cash income to finance the entire project costs.

Prohibits use of the appropriated funds to replace existing Maintenance and General Operations funding for the institution.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization law, and Department of Finance and Administration regulations in disbursement of funds.

Declares an emergency effective July 1, 2011, finding that the appropriation is essential for agency operations and necessary for immediate preservation of public programs.
