Amends Arkansas Code § 22-4-104 to change the State Parks, Recreation, and Travel Commission's rulemaking authority from "shall have the power to" to "may" establish rules governing state parks use and protection.

Changes penalty for violating state parks rules from a maximum fine of $500 to a minimum fine of $100 and maximum fine of $500 (establishing a mandatory minimum penalty).

Maintains the misdemeanor classification and maximum imprisonment of 30 days for violations.

Allows courts to impose either a fine, imprisonment, or both as punishment for rule violations.
