Appropriates $100,000 to Cossatot Community College of the University of Arkansas from the General Improvement Fund for construction, equipment, maintenance, and operation expenses at the Ashdown Campus

Permits the college to accept and use grants, donations, federal funds, and unobligated cash income to supplement state treasury funds for project financing

Requires strict compliance with state purchasing law, general accounting and budgetary procedures law, revenue stabilization law, and Department of Finance and Administration regulations in fund disbursement

Specifies that funds must be used in compliance with stated reasons documented in budget manuals, agency requests, executive recommendations, and legislative council or joint budget committee minutes
