Appropriates $100,000 to the Department of Rural Services from the General Improvement Fund for grants to fire departments, counties, municipalities, and other eligible entities.

Eligible uses include fire protection, operating, construction, improvements, equipment, renovation, and maintenance expenses for public buildings, community centers, memorials, parks, amphitheaters, recreation centers, and cemeteries.

Authorizes the Department to adopt new rules and regulations to carry out the appropriation's intent without restriction by requirements applicable to other programs.

Permits agencies to supplement state funds with grants, donations, federal funds, and unobligated cash income, but prohibits using maintenance and general operations funds for these purposes.

Takes effect July 1, 2011 as an emergency measure to ensure continuous operation of the agency.
