Appropriates $250,000 to the University of Arkansas for Medical Sciences as a grant to Radiation Therapy Institutes for providing radiation therapy services, payable from the General Improvement Fund.

Authorizes recipient institutions to supplement State funds with grants, donations, and Federal funds, and permits use of unobligated cash income to cover total project costs.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement.

Restricts use of existing Maintenance and General Operations funds for the appropriated purposes in this act.

Declares an emergency effective July 1, 2011, citing constitutional limits on appropriations to one-year periods and the need for immediate operation of agency programs.
