Amends Arkansas Code § 14-42-119 to establish procedures for removal of elected municipal officials serving four-year terms in mayor-council form of government by qualified electors.

Requires a removal petition signed by 25% of qualified electors to be filed with the county clerk between 70 and 90 days before the next general election.

County clerk must determine petition sufficiency within 10 days and certify to the county board of election commissioners if deemed sufficient.

Removal question appears on ballot asking voters to vote "FOR" or "AGAINST" removal of the named officer.

If a majority of voters vote for removal, the officer must vacate office immediately upon election certification; if a majority votes against removal, the officer continues serving the elected term.
