Appropriates $100,000 to Ouachita Technical College from the General Improvement Fund for National League of Nursing accreditation-related costs including construction, renovation, equipment purchase, and training program expenses.

Allows the college to supplement state funds with grants, donations, Federal funds, and unobligated cash income to cover full project costs.

Prohibits use of existing Maintenance and General Operations appropriations for purposes covered by this act.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Declares an emergency effective July 1, 2011, citing constitutional restrictions on appropriations exceeding one year and the essential nature of timely implementation for agency operations.
