AR HB1710

Appropriates $250,000 to the Northwest Technical Institute from the General Improvement Fund for construction, renovation of existing facilities, equipment, supplies, maintenance and operating expenses associated with becoming the Northwest Arkansas Career Education Center.

Restricts contract awards and obligations to the amount of State Treasury funds actually available, but allows institutions to accept and use grants, donations, and Federal funds to supplement state funds for project financing.

Prohibits use of existing Maintenance and General Operations appropriations for any purposes covered by this appropriation.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control laws in disbursement of funds.

Declares an emergency effective date of July 1, 2011, citing the constitutional one-year appropriation limitation and need for immediate agency operation.
