Appropriates $750,000 from the General Improvement Fund for construction, renovation, equipment purchase, improvements, and major maintenance of a Classroom Facility and Special Events Center at Cossatot Community College of the University of Arkansas.

Appropriates $200,000 from the General Improvement Fund for operating expenses, repairs, improvements, major maintenance, and equipment purchases at the college.

Permits the college to accept grants, donations including Federal funds, and use unobligated cash income to supplement State Treasury funds for project financing.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Takes effect July 1, 2011, with an emergency clause declaring the immediate implementation essential to college operations.
