Appropriates $200,000 to Cossatot Community College of the University of Arkansas for construction, renovation, equipment purchase, improvements, and maintenance of a Classroom Facility and Auxiliary Area at the Nashville Campus

Funds must be paid from the General Improvement Fund or its successor fund, with no contracts awarded in excess of available State Treasury funds

Institution may supplement appropriated funds with grants, donations, Federal funds, and unobligated cash income, but maintenance and general operations funds cannot be diverted for these purposes

All disbursements must comply with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws unless specifically exempted by law

Act becomes effective July 1, 2011 under emergency clause to ensure continuity of agency operations
