Appropriates $250,000 to Cossatot Community College of the University of Arkansas - DeQueen Campus for construction, renovation, equipment, and operation expenses.

Funds must be paid from the General Improvement Fund or its successor fund or fund accounts.

Institutions may supplement State Treasury funds with grants, donations, Federal funds, and unobligated cash income to finance project costs.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations.

Act becomes effective July 1, 2011 under emergency clause, as the one-year appropriation limitation in Arkansas Constitution makes immediate effectiveness essential for agency operations.
