Appropriates $100,000 to the Department of Rural Services for grants to Arkansas' Boys and Girls Clubs for operating, construction, improvements, equipment, renovation, and maintenance expenses related to youth program activities.

Appropriates $100,000 for community improvement grants to counties for operating, construction, improvements, equipment, renovation, and maintenance expenses associated with county fairs and rodeos.

Appropriates $100,000 for grants to fire departments, counties, municipalities, or other eligible entities for fire protection and improvements to public buildings, community centers, memorials, parks, amphitheaters, recreation centers, and cemeteries.

Allows the Department of Rural Services to adopt new rules and regulations to carry out the appropriations, and permits agencies to supplement state funds with grants, donations, and federal funds.

Takes effect July 1, 2011 as an emergency measure to ensure uninterrupted operation of the agency.
