Appropriates $300,000 to the Department of Human Services - Division of Aging and Adult Services for grants to Senior Citizen Centers for construction, renovation, personal services, operating expenses, equipment purchase, and major maintenance.

Appropriates $300,000 for grants to Area Agencies on Aging for the same purposes related to Senior Citizen Centers, totaling $600,000 in appropriations.

Funds are payable from the General Improvement Fund or its successor fund and may be supplemented with federal funds, grants, donations, or unobligated cash income of receiving institutions.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Effective July 1, 2011, with emergency clause declaring the appropriations essential to agency operations and necessary for preservation of public peace, health, and safety.
