Appropriates $1,500,000 to the University of Arkansas at Pine Bluff from the General Improvement Fund for personal services, operating expenses, equipment, construction, expansion, and renovation of Plant Science Research and Teaching Facilities.

Permits the university to accept and use grants, donations including Federal funds, and unobligated cash income to supplement state funds for financing the entire project costs.

Requires strict compliance with state purchasing law, general accounting and budgetary procedures law, revenue stabilization law, and Department of Finance and Administration regulations in disbursement of funds.

Restricts use of the appropriated funds to the stated purposes as outlined in budget manuals, executive recommendations, and legislative recommendations, preventing use for general maintenance and operations.

Declares an emergency effective July 1, 2011, as required by the Arkansas Constitution which prohibits appropriations for more than one year.
