Amends Arkansas Code § 6-61-228(m)(2) to clarify how tuition and fee revenues are calculated in the university funding formula model.

Establishes that tuition and fee revenues are calculated by multiplying the established tuition rate per credit hour by student semester credit hours for resident students and qualifying nonresident students.

Includes nonresident students with specific waivers (neighboring state, alumni, athletic, armed forces service, and proximity waivers within 75 miles) at the resident tuition rate in revenue calculations.

Limits other nonresident student waivers counted in the formula to 30% in 2012-2013, 20% in 2013-2014, and 10% in 2014-2015 and thereafter.

Requires nonresident students without qualifying waivers and online students who are not Arkansas residents to be calculated at double the tuition rate per credit hour.
