Appropriates $200,000 from the General Improvement Fund to the Arkansas State Game and Fish Commission for grants to the Hunters Feeding the Hungry program, covering personal services, operating expenses, construction, improvements, equipment, renovation, and maintenance costs.

Allows the Commission to adopt new rules and regulations to carry out the appropriation without restriction from other program requirements.

Permits the Commission to supplement State Treasury funds with grants, donations, Federal funds, or unobligated cash income to finance the full project costs.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursing funds.

Takes effect July 1, 2011 as an emergency measure necessary for immediate operation of the agency.
