Establishes maximum of 2 regular employees for the Arkansas Sunset Advisory Commission: a Director at $85,000 annually and an Administrative Specialist III at Grade C112.

Authorizes up to 4 part-time or temporary "Extra Help" employees at rates of pay consistent with the Uniform Classification and Compensation Act.

Appropriates $321,900 from the Miscellaneous Agencies Fund Account for fiscal year 2011-2012, including $125,500 for regular salaries, $36,400 for personal service matching, $60,000 for extra help, and $100,000 for maintenance and general operations.

Requires all fund disbursement to comply with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable state fiscal control laws.

Declares an emergency effective date of July 1, 2011 to ensure continuous agency operation, as required by Arkansas Constitution which prohibits multi-year appropriations.
