Appropriates $300,000 to the Economic Development Commission for a grant to the Regional Mobility Authority to fund operations and project development.

Funds are payable from the General Improvement Fund or its successor fund or accounts, and the appropriation is not restricted by requirements applicable to other programs currently administered.

Receiving institutions and agencies may accept and use grants, donations, Federal funds, and unobligated cash income to supplement State Treasury funds for project financing.

Agencies must comply with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws unless specifically provided otherwise by law.

Act becomes effective July 1, 2011 and is declared an emergency measure necessary for the immediate operation of the agency and preservation of public peace, health, and safety.
