Appropriates $10,000,000 from the General Improvement Fund to the Economic Development Commission for grants to cities, counties, planning and development districts, and other eligible entities

Eligible uses include land acquisition, improvements, construction, renovation, major maintenance, equipment purchase, industrial site development, intermodal facilities (ports, waterways, rail spurs), road and highway improvements, environmental mitigation projects, and water and sewer system construction

Allows agencies to supplement state funds with grants, donations, and Federal funds, but prohibits use of maintenance and general operations funds for these appropriated purposes

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds

Makes the act effective July 1, 2011 under an emergency clause citing the need for immediate operation of the funded programs
