Appropriates $200,000 to the Department of Education from the General Improvement Fund for Public School Athletic Trainer Pilot Program grants to provide access to athletic trainers in public schools.

Allows the Department of Education to adopt new rules and regulations without being restricted by requirements applicable to other programs.

Permits institutions and agencies to accept and use grants, donations, and Federal funds to supplement State Treasury funds for financing project costs.

Requires strict compliance with state purchasing law, accounting procedures, revenue stabilization law, and other fiscal control laws when disbursing funds.

Establishes an emergency clause making the appropriation effective July 1, 2011 to ensure essential governmental operations for the Department of Education.
