• Allows temporary day-to-day promotions only for vacancies created by vacation, bereavement leave, medical leave, military leave, or suspension, with possible salary increases during such temporary assignments.

• Requires promotions to be made within 45 calendar days of a vacancy created by death, termination, resignation, demotion, or retirement unless the position is eliminated.
