Appropriates $800,000 to the University of Arkansas from the University of Arkansas Fund for the Discovery Farm project of the Division of Agriculture for fiscal year ending June 30, 2012.

Funds are designated for establishment, personal services, operational expenses, maintenance, and general operations of the Discovery Farm project.

Disbursement of funds must comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, Higher Education Expenditures Restrictions Act, and other applicable state fiscal control laws.

Declares an emergency clause making the act effective July 1, 2011, citing the constitutional limitation on appropriations to one-year periods and the essential nature of funding for agency operations.

Establishes that funds must be used in compliance with stated legislative intent as documented in budget manuals, agency requests, and Arkansas Legislative Council or Joint Budget Committee minutes.
