Appropriates $50,000 to the Department of Human Services - Division of Aging and Adult Services for grants to Senior Citizen Centers for construction, renovation, personal services, operating expenses, equipment purchase, and major maintenance.

Appropriates $50,000 for grants to homeless shelters for personal services, operating expenses, construction, renovation, and equipment to provide community-based services including congregate and home-delivered meals, client representation, information and assistance, socialization, adult day care, and transportation.

Allows institutions and agencies to accept and use grants, donations, and Federal funds to supplement State Treasury funds for project financing.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement.

Declares the Act effective July 1, 2011, with an emergency clause citing the necessity for immediate operation of the agency and compliance with constitutional restrictions on appropriations.
