Appropriates $100,000 to the Department of Rural Services for grants to Arkansas Boys and Girls Clubs for operating, construction, improvements, equipment, renovation, and maintenance expenses related to youth program activities.

Allows the Department to adopt new rules and regulations to carry out the appropriation without being restricted by requirements applicable to other programs.

Permits recipient institutions to supplement state funds with grants, donations, federal funds, and unobligated cash income, but prohibits using other maintenance and operations funds for these purposes.

Requires strict compliance with state purchasing laws, accounting and budgetary procedures, revenue stabilization laws, and department of finance and administration regulations in disbursing funds.

Declares an emergency effective date of July 1, 2011, finding that the appropriation is essential to agency operations and delaying the act's effectiveness could harm the provision of governmental programs.
