Appropriates $100,000 to the Department of Human Services - Division of Aging and Adult Services for grants to Senior Citizen Centers for construction, renovation, personal services, operating expenses, equipment purchase, and major maintenance.

Appropriates $100,000 for grants to Area Agencies on Aging for the same purposes related to Senior Citizen Centers.

Allows funded institutions and agencies to accept and use federal grants, donations, and unobligated funds to supplement state appropriations for these projects.

Requires all expenditures to comply with state purchasing laws, accounting procedures, revenue stabilization laws, and fiscal control regulations unless otherwise specified.

Makes the act effective July 1, 2011, with an emergency clause citing the constitutional one-year appropriation limitation and essential need for immediate operation.
