Appropriates $150,000 to the Economic Development Commission from the General Improvement Fund for grants to cities, counties, planning and development districts, and other eligible entities.

Eligible uses include land acquisition, construction, renovation, equipment purchases, industrial site development, intermodal facilities, rail and road improvements, environmental mitigation projects, and water and sewer system construction.

Prohibits restrictions on appropriations beyond those applicable to other programs and allows the Commission to adopt new rules and regulations to carry out the General Assembly's intent.

Requires strict compliance with state purchasing laws, accounting procedures, and fiscal control laws unless otherwise specified by law, and permits supplementation with federal funds and grants.

Takes effect July 1, 2011 with emergency clause due to constitutional constraints on multi-year appropriations and essential operation needs.
