Appropriates $185,000 to the Economic Development Commission for personal services, operating expenses, maintenance, equipment, supplies, renovation and construction for Arkansas Planning and Development Districts for fiscal year ending June 30, 2012.

Transfers $160,000 from the 87th Session Projects Account of the General Improvement Fund (previously authorized for Department of Parks and Tourism) to the 88th Session Projects Account to finance this appropriation.

Transfers $25,000 from the 87th Session Projects Account of the General Improvement Fund (previously authorized for Department of Human Services - Division of Volunteerism) to the 88th Session Projects Account to finance this appropriation.

Allows the Economic Development Commission to accept and use grants, donations, and Federal funds to supplement state funds for project financing, and prohibits use of other agency maintenance and operations funds for these purposes.

Effective July 1, 2011, with an emergency clause declaring the appropriation essential to agency operations.
