AR HB1768

Applies to fiscal year July 1, 2011 through June 30, 2012 for six state agencies: Department of Education, Department of Correction, Department of Community Correction, Department of Health, Department of Human Services, and institutions of higher education.

Prohibits state agencies from terminating employees whose primary job function is to interact with the public or eliminating positions with a primary function of public interaction, solely based on funding shortages.

Requires state agencies electing to terminate employees or eliminate positions due to insufficient funds to instead target management positions whose primary function does not involve public interaction.

Does not prevent state agencies from terminating employees or eliminating positions for reasons other than a shortage of funds.

Becomes effective July 1, 2011 as an emergency measure to address personnel decisions during the fiscal year.
